Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan has been established by the Decree of the President dated January 7, 1990

Regulations of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan have been approved by the Resolution of the Council of Ministers of Uzbek SSR "On approval of the Regulations of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan" № 237 dated May 19, 1993.

The organizational structure of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan has been approved by the Resolution of the Council of Ministers of Uzbek SSR "On management structure of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan" № 152 dated March 20, 1990

Functions and rights

The main tasks of the Ministry are as follows:

• Implementation of single state policy in the field of higher and middle special education in the republic;
• Drafting and realization of the concept of development higher and middle special education in the republic taking into account present social-economic situation;
• Training in higher and middle special institutions the specialists meet international requirements, combining both theoretical and professional competence with high moral features based on the world cultural values and national traditions and capable to solve properly the issues concerned to scientific-technical, social and cultural progress;
• Scientific-methodical guidance in training the specialists with higher and middle special education, skills improvement and retraining the scientific and pedagogical staff of higher and middle special institutions, as well as general methodical guidance in skills improvement and retraining the specialists working in other sectors of economy;
• Development the system of higher and middle special education for the purpose of provision the general and professional culture of the society adequate to the world level;
• Development and increase the efficiency of scientific-research works and scientific-technical creative activity of youth in higher and middle special institutions of the republic, training high-skilled scientific staff;
• Seeking and training the talented youth;
• Capacity building of higher and middle special institutions, enterprises, organizations and agencies belong to the Ministry.

The Ministry in accordance with its major tasks implements the following:

• Develops scientifically justified recommendations for determining the main directions of higher and middle special education development in the republic;
• Develops together with the Ministry of Economy and the Ministry of Labor of the Republic of Uzbekistan long- and short-term plans for training and employment of the specialists graduated from the higher and middle special educational institutions according to the requirements of the republic’s economy; rational placing higher and middle special institutions in the republic;
• Develops and approves training plans and programs for higher and middle special institutions on all specialities and disciplines, as well as a list of new disciplines to be taught for students;
• Develops and approves scientifically justified recommendations for determining the components and contents of the state educational standards;
• Develops educational requirements to pedagogical staff of higher and middle special institutions;
• Implements educational-methodical guidance in teaching the social-humanitarian disciplines and coordinates educational work in higher and middle special institutions;
• Develops together with the Republican center for applicants selection into higher educational institutions with further approval in coordination with the Cabinet of Ministers the entering rules into the higher and middle special institutions, providing a fairness, as well as participates in the work of the state commission for applicants receiving into the higher institutions on the basis of test works;
• Develops the plans and organize training courses for teachers of higher and middle special institutions of the Ministry;
• Arranges opening and closing the doctor and postgraduate courses within higher institutions irrespective of their departmental subordination and ownership form; implements a scientific-methodical guidance and control of their activity. Develops together with the Science and Technology Center, Academy of Science and Higher Qualification Commission of the Republic of Uzbekistan the regulations about postgraduate and doctor courses;
• Provides together with the Science and Technology Center wide involvement of the professorial and pedagogical staff into conduction of the scientific researches in applied sciences, develops and realizes together with the ministries and agencies concerned the measures for use of research outputs in the economy;
• Implements the control over the funds used by the higher institutions for scientific-research works under the state budget themes, as well as considers quarterly and annual reports of higher institutions of the Ministry on scientific-research works and training the scientific-pedagogical staff;
• Organizes scientific, scientific-technical information in the republic on issues concerned to higher and middle special education, scientific researches results realized by the higher educational institutes; provides preparation and publishing educational, scientific and scientific-technical literature and implements a guidance in patent and licensing work;
• Develops methodical recommendations for use and improve of the competition system for hiring the pedagogical staff in higher and middle special institutions and implements a control over its realization;
• Together with the Science and Technology Center opens and closes the problem laboratories and in coordination with ministries and agencies concerned – sectoral scientific-research laboratories in higher educational institutions of the Ministry;
• Implements a monitoring of scientific-pedagogical staff in higher and middle special institutions of the Ministry;
• Approves a quantity of professorial-pedagogical, auxiliary and other staff of educational institutions, enterprises, organizations and agency of the Ministry;
• Implements a control over realization of the Laws “On Education”, “Staff Training National Program”, “On State Language of the Republic of Uzbekistan” in the Ministry’s system.

The Ministry in accordance with its major tasks is empowered to:

• Submit to the Cabinet of Ministers suggestions on improvement of higher and middle special education structure and management for their consideration;
• Implement a control over the observance of the educational legislation of the Republic of Uzbekistan by the higher, middle special and professional institutions irrespective of the departmental subordination and ownership form;
• Receive from the ministries, agencies and directly from higher and middle special institutions the documentation necessary for implementation of the tasks assigned to the Ministry, as well as fixed statistic reports on higher and middle special education and implement reporting monitoring in educational institutions of the Ministry;
• Establish centralized development, social security and other funds at the expense of the non-government budget, formed by deduction from subordinated educational institutions and organizations for staff training, incomes of entrepreneur activities, as well as from charity funds, sponsors and foreign investments;

Establish scientific-methodical council consisting of the leading scientists, high-skilled specialists, representatives of scientific-technical societies etc. for consideration of suggestions on major directions for development of higher and middle special education of the Republic of Uzbekistan, determining scientific content of specialists training taking into account the latest achievements in domestic and international science and best practice of higher and middle special institutions. Membership of scientific-methodical council and its Regulations are approved by the Minister.
