1. Ministry of Public Education of the Republic of Uzbekistan has been established by the Decree of the Presidium of the Supreme Council of January 27, 1990 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On improvement of administration of public education of Uzbekistan" № 54 dated January 27, 1990.

2. The Regulations of the Ministry of Public Education of the Republic of Uzbekistan have been approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On approval of the Regulations of the Ministry of Higher and Secondary Special Education and the Ministry of Public Education" № 54 dated January 27, 1990

3. The organizational structure of the Ministry of Public Education of the Republic of Uzbekistan has been approved by the Resolution of the Council of Ministries of Uzbek SSR "On management structure of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan" № 152 dated March 20, 1990

Main functions and rights

Ministry of Public Education of the Republic of Uzbekistan is an authorized Government entity in public education management and in its activity is under authority of the Cabinet of Ministers of the Republic of Uzbekistan.

Main tasks of the Ministry are as follows:

• Realization of single government policy in sphere of education;
• Ensuring transition to the compulsory public secondary and secondary special, professional education;
• Coordinating activities and methodical supervision of public educational institutions;
• Ensuring realization of government educational standards, requirements for levels of standards of education and quality of professional training of the specialists;
• Introducing progressive forms of education and new pedagogical technologies, technical and informational educational tools to the process of education;
• Organization of development and publishing educational and methodological literature;
• Approval regulations about final government attestation and free examination of scholars in public educational institutions;
• Organization of training, qualification raising and retraining courses for teachers;
• raising social status of teachers in society;
  • Democratization, humanization and raising level of legal and economical knowledge of scholars, and effectiveness of educational process;
• Introducing effective forms and methods of spiritual and moral enlightenment of scholars based on rich intellectual heritage of the nation and human values;
• forming of a citizen dedicated to his Motherland and people;
• Development and realization of measures combination;
• Representation of interests of the Republic of Uzbekistan at the international, interstate levels.

In accordance with the given tasks the Ministry:

• maintenance control over compliance of educational institutions and organizations, independently on their organizational structure and subordination with the Law of the Republic of Uzbekistan about education and Government decrees on education issues;
• Submits proposals to the Government on educational issues, improvement the work of educational institutions and their capacity building, training of skilled pedagogical staff, ensuring social protection of government employees of educational institutions, scholars and students;
• Creates temporary scientific groups for developing actual and perspective issues for development of the educational system in a whole and its concrete;
• Receives statistics data, plans and reports from the Committee of Statistics and regional government educational entities for implementation of Ministry’s functions;
• Organizes Board reporting meetings for the heads of the educational departments and educational institutions on issues fell into the Ministry’s competence;
• Realizes together with the Central Trade Union of public education and science employees, Ministry of Labor and Social Security control over rightfulness of using privileges and compensations within the Ministry’s system, given by the Government;
• Realizes foreign economic activity and has foreign currency accounts in banks and other credit institutions in orders stated by the legislation of the Republic of Uzbekistan.
