Ministry of Justice of the Republic of Uzbekistan has been established by the Decree of President of the Republic of Uzbekistan dated September 28, 1990

Regulations and Structure of the Ministry of Justice of the Republic of Uzbekistan have been approved by the Resolution of the Cabinet Ministers of the Republic of Uzbekistan “On issues of improvement of the activity of Ministry of Justice of the Republic of Uzbekistan” №523 dated November 12, 1992

Main functions and rights

Ministry of Justice of the Republic of Uzbekistan in its activity is based on the Constitution, Laws, President’s Decrees and Resolutions of the Cabinet of Ministers.

In accordance with the Resolution of the Cabinet of Ministers №532 dated November 12, 1993 the main tasks of the Ministry are as follows:

  • coordination and informational support of the activity of departments of justice, courts, state agencies and institutions of local governing in the sphere of legal policy;
  • analysis of problems of the legislation, participation in drafting of legislative or other normative acts of the republic, systemization and codification of the laws of the Republic of Uzbekistan, Decrees of the President of the Republic of Uzbekistan, Resolutions of the Cabinet of Ministers;
  • registration of charters of public organizations and conducting control over their compliance with the charters;
  • state registration of normative acts having an obligatory nature of Republican Ministries, State Committees and Agencies;
  • protection of rights and legal interests of the Republic of Uzbekistan; representation in the courts of other republics and foreign countries during considering the disputes, when one of the parties is the Republic of Uzbekistan;
  • organization of measures for raising public’s legal awareness; improvement of the activity of the Institute of Research of Legislation Problems, Tashkent State Law Institute, Tashkent Law College and other relevant educational institutions; support of legal science development and application of its achievements in state, economic and cultural building of the Republic of Uzbekistan;

In accordance with assigned tasks the Ministry:

  • coordinates and summarize the work of Justice Departments, courts and bodies of state administration on maintaining juridical statistics; prepares relevant statistical reviews;
  • organizes and heads the activity of notary’s offices and offices of registration of citizen actions on change of a marital status (ZAGS), as well as conducts inspection, analysis and generalization of their work; takes measures to improve the quality of legal services provision;
  • maintains statistics of concluded notary actions and registration of citizen actions on change of a marital status;
  • carries out the general guidance of the activity of the law agencies of the republic in the manner and order stipulated by the legislation;
  • provides legal assistance to the public and organizations through Board of Lawyers;
  • forms a reserve of cadre , organizes trainings, conducts selection and in prescribed order participates in staff appointment for Department of Justice and courts; organizes skill improvement trainings;
  • directs the work of the Institution of Research of Legislation Problems ensuring effective education of employees of the Ministry, Deputy Corpus, as well as local administrative bodies and economic organizations;
  • organizes the consideration of letters, applications, complaints from citizens, enterprises, agencies and organizations regarding performance of the Ministry, subordinated agencies, and courts; and takes appropriate measures to eliminate the problems stated there.
