A significant role in making headway of the Uzbek cotton to the world market, besides cultivation cotton, is retracted to cotton industry of Uzbekistan. The cotton fibre produced on cotton ginneries of association "Uzpahtasanoat" remain one of the most important kinds of export oriented production.

On assessments of international experts for the last years on the part of foreign consumers interest to the Uzbek cotton not only because of volumes of its export, but also due to improvement of its quality characteristics completely adequate to the cotton market demand. For the last years noticeably was considerably increased the volume of cotton of high of grades and classes "Oliy" and "Yahshi".

The considerable merit in it belongs to 99 cotton ginning enterprises of association "Uzpahtasanoat" which have been made responsible for problems of maintenance of well-timed acceptance of seed cotton from cotton farmes, storing of seed cotton, quality processing of seed cotton, manufacturing of cotton production and shipment to consumers through cotton terminals, and also preparation of a seed stock of a cotton.

Association "Uzpahtasanoat" and its territorial subdividings promote to the cotton ginneries of republic in organization of manufacturing of cotton production and preparation of planting seeds of cotton, participate in organization of modernization of the enterprises of cotton industry, ensure the supervisory control of observance of the content order of a strain renovation and sort disposition of cotton. Together with US "Sifat" and the Ministry for external economic ties, investments and trade of Republic Uzbekistan the association actively has participates in designs on perfecting of classification schemes of raw material and cotton production, and together with Open Joint Stock Corporation «the Pahta tozalash IICHB» and both other research and planning and design organizations participates in development and an introduction of new technique, technology for processing of seed cotton, preparation of seed stock of cotton and normative and technical maintenance of the cotton industry.

Due to more efficient team work of farms and cotton ginneries specific weight of cotton fibre of high the 1st and 2nd grades with significant increase in the share of production of cotton fibre of high classes approximately 81%.

In the last years by the association at support of the state at the enterprises of cotton industry the scale transformations has intensively implemented. For a short time more than 45 % of ginneries in all regions of republic have been renovated and modernized. Experts of the association "Uzpahtasanoat", regional TJA "Pahtasanoat" and at the active participation of Open Joint Stock Corporation «the Pahta tozalash IICHB» had been in succession realized steps on structural, technical and technological reequipment of the ginning enterprises on which the considerable proportion of the capital equipment had been renewed or modernized. Thus the taken area of the ginning enterprises had decreased at the expense of a compact arrangement of separate processing lines, rational arrangement of the equipment in shops and reduction of an expansion of pneumatic conveying systems of seed cotton.

Since 2007 year, activity on updating of cotton industry has accepted more targeted character which implemented within the framework of adopted the Cabinet of Ministers of the Republic of the conforming Decree from 03.04.2007 year №70, according to designed by the association "Uzpahtasanoat" of the Modernization program and renovation of the enterprises of cotton industry on 2007-2011 years.

As a result of an implementation of the program for renovation and modernization of 41 ginning enterprises will be achieved an increase ginning outturn of cotton fibre, the increase of specific weight of cotton fiber of a first grade of high classes ("Oliy", "Yahshi"), cost reduction of produced production up to 15-20 % at the expense of drop of industrial and other costs, reduction up to the minimum of manufacturing waste, drop of energy and metal consumption (power-to-weight ratio) of the equipment, and also increase of a level of industrial sanitary and aesthetics of manufacture, creation of a favorable conditions for production personnel with the solution on environmental protection.

Achievement of high parameters in the long term will be possible due to activation of activity on broad introduction in manufacture of the modern achievements of the industry science and the best samples of forward engineering idea. During modernization of cotton ginneries introduction is scheduled: of the highly-productive saw gins, modernized linters, the efficient equipment on regeneration of cotton fiber, the improved cleaners of seed cotton sharply lowering loss of cotton with waste products, the general purpose generators of drying agent working on fluid and a gas fuel, the modern hydropress and pumping plants, systems for humidifying the fiber, the automized systems for weighing seeds, etc.

Thus it is necessary to mark, that the introduced ginning equipment is manufactured, basically, at the enterprises of the republic and developed with allowance for fulfilment of a quality thorough processing of seed cotton, including both hand picked and machine picked seed cotton with heightened humidity and a impurity (cause of unfavorable weather conditions), and also with allowance for technological and morphological properties of cotton of aboriginal selection varieties.

During the implementation of the program it is expected, that at the expense of an introduction of highly-productive technique and flexible production processes, quantity of units of equipment on cotton industry will be reduced to 50-60 %, and the production volume of a fibre of highest grade of quality will be increased up to 85-90 %.

With the purposes of obtaining the greatest efficiency in updating the cotton industry deeper study of foreign experience in range of a thorough processing of seed cotton the leading cotton ginning countries, in particular China is stipulated by the Program.

On its base and with allowance of existed available operating developments, designs and achievements and experience of domestic research and planning and design organizations it is provided to create more perspective technologies of a thorough processing of seed cotton with use of flexible lines with minimized energy-and material expenditures, loss of raw material and high quality of final production.

To speedup the process of modernization of cotton industry it is stipulated to purchase of the complex (integrated) foreign automated line on a thorough processing of seed cotton intended for broad production-line trials on the Juma cotton ginnery of Samarkand region for what volumetric predesigning works with development of specifications to them which should ensure the greatest overall performance of all lines of a production process are carried out, starting from drying and cleaning of cotton and finishing with pressing of cotton fibre with its packing.

Efficient operation of ginning enterprises depends on many factors, including suitability of procuremented seed cotton and industrial processing, availability for fibre of the technological characteristics adequate the demands of the world market. For this purpose in over republic selectors annually deduce and test a fair quantity of new varieties of cotton from which afterwards the most perspective ones have been taken.

Ensuring the supervisory control of observance of the content order of a strain renovation and strain disposition of cotton, association "Uzpahtasanoat" together with Open Joint Stock Corporation «the Pahta tozalash IICHB» , in 2007-2009 have organized trial of 68 new selection varieties on samples taken from State strain testing stations small tests. In result of trial data selection varieties Bukhara-102, Bukhara-8, Mehnat, Andizhan-35, Andizhan-36, Khorezm-150, S-6541, Namangan-34, Chimbay-5018, distinguished by high quality of fiber, have been included in the list of the agricultural crops recommended to planting in terrain of Republic Uzbekistan instead of selection varieties C-2609, Armugon, Yulduz and An-512 removed from industrial crops.

According to data of the current year (the Decree of the President of Republic Uzbekistan from 12.02.2009 № PP - 1057) under the future crop among recognized varieties the greatest areas in Uzbekistan are occupied under following selections of cotton: C-6524 (244.9 thousand he), Bukhara-6 (188.4 thousand he), Bukhara-102 (184.9 thousand he), An-Bayaut-2 (142.8 thousand he), Bukhara-8 (93.9 thousand he).

Commercial value of cotton fibre have ensured not only efficient technique and technology of a thorough processing of seed cotton. Improvement of the quality of cotton fiber and increase of its production are in a direct relation from genetic and selection activity and system of production of planting cotton seeds. Abandoning for selectors priority scientific surveys in a direction of creation of new early ripening high rating varieties of cotton, experts in range of a thorough processing of seed execute serious targeted activity in sector of preparation of a seed grains.

For the purpose of environmental sanitation of a financial position of the enterprises of cotton industry and increasing profitability in 2007 year as a whole in the Republic of Uzbekistan it has been closed 30 cotton ginneries located in large cities, and which also had low level of capacity utilization and obsolete equipment. In released areas and structures in 2007-2008 the new enterprises have been built with extension of a broad nomenclature of production claimed in republic.

For example, because of modernization and reequipment of the textile industry and also taking a course of republic on reduction of fibre export with renewing of economy for export ready textile production - 14 enterprises on manufacturing of different textiles are built, including the Uzbek and Korean joint venture "Chortak and Dayhan textile" as soon as possible will start to operate. 16 biofactories, greenhouse holding, repair shops with manufacturing of duplicate parts to ginning equipment, including, a casting house on manufacturing fire bars, inter layer pads, and also other manufactures on extension of building timbers - corrugated asbestos board, slag concrete blocks have started to act, etc. Building of the above-stated enterprises has allowed to supply with jobs more than 2 thousand workers of cotton industry.

For maintenance a financial stability of perspective undertakings on updating cotton industry, of association "Uzpahtasanoat" in the nearest period it is necessary to solve problems in well-timed financial provision of scale activities of reequipment of cotton ginneries. About interest of the state to initiated transformations in cotton ginning industry testify acts of support by the way of economic incentives and possibilities of using additional sources for financing projects of renovation.

Association "Uzpahtasanoat" pays a close attention to a solution of the problem of cost reduction of production and the considerable reduction import dependence of the enterprises through permanent participation in branch and interbranch industrial cotton fairs.

As a result the list of imported production and materials for needs of cotton industry was considerably reduced and it has allowed to reduce sharply currency costs for the purchase.

In the list of such production, basically, there were some items: hydropress and pumping plants, saw steel for gin and linter saws.

Association "Uzpahtasanoat" also pays permanent attention a problem of the further making headway Uzbek cotton to the world market through realization of international cottony fairs, congresses, conferences on which it is informed a conditional status and development of the industry, and it sensitively reacts to all problems lifted by our partners in the world cotton market.

An important guide to ward action in the direction of the further demonopolization and privatization of the cotton industry was the decision of the government of Uzbekistan about reduction of the state share in authorized capitals of the enterprises of cotton industry and engaging of direct foreign investments for modernization and technological reequipment of the manufacture (according to the Decree of the President of Republic Uzbekistan from 20.07.2007, № PP - 672).

To investors under concrete investment obligatioins on modernizaion and technological reequipment of the enterprises, monufacturing competitive and export oriented production are offered to realization through auction tenders of 26% of shares of ginneries during 5 years (it is a state part of assets of cotton ginneries). For substantial implementation of intended measures through the Goskomimuchestvo of republic organizational activity on an assessment of 26 % of the block of shares of cotton ginneries of the republic and realization of tender tendering have been conducted.

The recreated Program of privatization of the cotton industry enterprises can draw attention of foreign businessmen not only to purchase cotton fiber, but also to make investment of capital in its production that will create stimulants for technical advance and updating ginning enterprises with unconditional profit to oneself and economy of Uzbekistan.
