Powers of the President


President of the Republic of Uzbekistan shall:

  • guarantee the rights and freedoms of citizens and observance of the Constitution and the laws of the Republic of Uzbekistan;
  • receive letters of credence and revocation from diplomats and other representatives accredited to him;
  • appoint and recall diplomats and other representatives of the Republic of Uzbekistan to foreign states;
  • present annual reports to the Oily Majlis (Parliament) on domestic and international situation;
  • appoint and dismiss the Prime Minister, his First Deputy, the Deputy Prime Ministers, the members of the Cabinet of Ministers of the Republic of Uzbekistan, the Procurator-General of the Republic of Uzbekistan and his Deputies, with subsequent confirmation by the Oliy Majlis;
  • present to the Oily Majlis of the Republic of Uzbekistan his nominees for the posts of Chairman and members of the Constitutional, Supreme Courts and the Higher Economic Courts, as well as the Chairman of the Board of the Central Bank of the Republic of Uzbekistan, and the Chairman of the State Nature Protection Committee of the Republic of Uzbekistan;
  • appoint and dismiss judges of regional, district, city and arbitration courts;
  • appoint and dismiss khokims (heads of administrations) of regions and the city of Tashkent with subsequent confirmation by relevant Councils of People’s Deputies; the President shall have the right to dismiss any khokim of a district or a city in case of violation the Constitution or the laws, or commitment an act discrediting the honour and dignity of a khokim; suspend, abolish the governmental management authorities’ and khokims’ statements; 
  • sign the laws of the Republic of Uzbekistan. The President may refer back any law with his amendments to the Oily Majlis for additional consideration and vote. If the Oily Majlis confirms its earlier decision by a majority of 2/3 of its total voting power, the Presidents shall sign the law;
  • have the right to proclaim a state of emergency throughout the Republic of Uzbekistan or in a particular locality in cases of emergency (such as a real outside threat, mass disturbances, major catastrophes, natural disasters or epidemics), in the interests of people’s security. The President shall submit his decision for adoption to the Oily Majlis of the Republic of Uzbekistan within three days. The terms and the procedure for the introduction of the state of emergency shall be specified by law;
  • proclaim a state of war in case of an armed attack on the Republic of Uzbekistan or need to meet international obligations relating to mutual defense against aggression, and submit the decision for adoption to the Oily Majlis of the Republic of Uzbekistan within three days;
  • rule on matters of citizenship of the Republic of Uzbekistan and granting political asylum;
  • form the national security and state control services, appoint and dismiss their heads, and solve other issues within his competence.
