Higher education to improve quality of teaching

The President approved the program of modernization of the material-technical base of universities and radical improvement of the quality of training for the years 2011-2016.

On May 20 President of Uzbekistan Islam Karimov signed a decree “On measures to strengthen the material-technical base of higher educational institutions, and radical improvement of the quality of excellence.”

The document approved the modernization program of material and technical base of higher educational institutions, and radical improvement the quality of training for the years 2011-2016.

The objectives of the program is to radically improving the training of specialists with higher education, demanded by industries and sectors of the economy through the strengthening and modernization of logistics at the universities, as well as equipping them with modern educational and scientific and laboratory equipment.

The program also aims at optimizing the directions and specialties of training highly skilled personnel and improving the educational process by improving educational standards, introduction of advanced teaching technologies and forms of education and strengthening the motivation of the labor of teaching personnel.

A special commission is created to ensure timely and quality implementation of the program. Commission will approve address lists for construction, reconstruction, and repair and equip buildings and structures of universities, as well as conduct systematic monitoring of the progress of the program.

In accordance with the decree of the President, Andijan Engineering Economic Institute was transformed into Andijan Engineering Institute, Namangan Engineering-Economic Institute into Namangan Institute of Industrial Engineering and Bukhara Technological Institute of Food and Light Industry in Bukhara into Engineering Institute of High Technologies.

The President also approved the formation of the Development Fund for material-technical base of higher educational institutions at the Ministry of Finance.

The Fund will be formed at the expense of state budget funds, concessional loans from international financial institutions, grants from international donors, the trustees and local philanthropists and others.

The charity by economic entities, provided within 2011-2016 will be excluded from the tax base when calculating the profit tax for legal entities and the single tax payment.

The President also instructed relevant ministries to develop, taking into account international best practices, suggestions for improving the system of remuneration of the teaching staff of higher educational institutions.

In particular, an improved system of tariffing of the faculty of universities on the basis of optimizing the categories of teaching positions and review requirements of job qualification requirements must be implemented.

Besides, improvement of the system of awarding academic titles “assistant professor” and “professor” and increase its role in promoting high school teachers to constantly improve their skills and teaching skills is planned.

Additionally, introduction of a system of monthly allowances to highly qualified teachers for their professionalism and concrete contribution to improving the educational process, as well as high productivity, quality training and effective educational work will be established.

Ministry of Higher and Secondary Special Education and Academy of Sciences will prepare proposals on the formation on the basis of higher educational establishments and research institutions in the country, teaching and research facilities and centers, referring to the increasing integration of the educational process with the research activities of faculty and students.
